This old man is the local gay ephebophile (not pedophile) who Chris used to deliver newspapers to. Herbert has a crush on Chris.

Notes
The character was just a sweet old man character that Mike Henry was pitching, then Mike pitched one pedophile joke and boom the old man's a pedophile. Mike Henry also provides the voice of Herbert. It was then suggested that Herbert would be the school bus driver who would tell the kids that they couldn't get on unless they "kissed the cheek" (source: BBC Radio 1 - Colin Murray with Seth MacFarlane - November 16, 2006).
